The vitaminC@P25TiO₂NPs, on the other side, did not have any effect on cell protection against ROS. This might be due to the fact that vitamin C, a well-known scavenger of ROS, could behave as prooxidant and even promote ROS and lipid peroxidation [39]. It was recently described that at small concentrations of vitamin C, the prooxidant effects dominate; while in large concentrations the antioxidant ones predominate [40]. The effect also depends on the cell state and the interaction of vitamin C with light. In this case, ascorbic acid may act as an antenna to harvest visible light when conjugated to P25TiO₂NPs. Indeed, it was previously found that this combination (in some ratios) could have an improved photocatalytic activity, possibly due to a red shift in its light absorbance [41]. Further studies on vitaminC@P25TiO₂NPs were not conducted, because of the poor antioxidant capacity [42].

For First, Second and Third Quarters of 2021

In 2021, the European Food Safety Authority concluded that titanium dioxide is no longer safe in foods due to the same concerns over nanoparticles. As a result, titanium dioxide is now banned as a food additive in the EU. Although studies have shown that the absorption of ingested titanium dioxide is low, evidence suggests that titanium dioxide nanoparticles can accumulate in the body over time. Health Canada deemed it safe in 2022 but noted concerns. Unlike their European counterparts, Canadian officials did not consider studies performed with titanium dioxide nanoparticles alone. 

The Journal of the American Institute for Conservation (JAIC) is an international peer-reviewed periodical for the art conservation profession. The Journal publishes articles on treatment case studies, current issues, materials research, and technical analyses relating to the conservation and preservation of historic and cultural works. The topics encompass a broad range of specialties including architectural materials, archeological objects, books and paper, ethnographic materials, objects, paintings, photographic materials, sculpture, and wooden artifacts. Started as the Bulletin of the International Institute for Conservation-American Group (IIC-AG), in April 1961, the Journal matured into its current form in 1977. Since that time JAIC has become a repository for the core body of conservation information through its documentation of new materials, changing methods, and developing standards in the conservation profession. The four-color publication is distributed three times a year to AIC members and museum, library, and university subscribers.

Lithopone

The global Lithopone market is highly consolidated and a major bulk of Lithopone is produced in China. Some of the major Lithopone producers include Anhui Union Titanium Enterprise Co. Ltd., Fengchen Group Co. Ltd., Henan Premtec Enterprise Corporation, Langfang Pairs Horses Chemical Co. Ltd., Natural Pigments Inc., Noah Technologies Corporation, Titanos Group, VB Technochemicals SA, Venator Materials PLC, and ZhengZhou Sino Chemical Products Co. Ltd.

Mexican researchers sought to evaluate the effects of E171 across a span of conditions in mice, including its influence on behavior, along with the effects on the colon and liver. The research, published in 2020 in the journal Food and Chemical Toxicology, showed that E171 promoted anxiety and induced adenomas, or noncancerous tumors, in the colon. They also found that E171 heightened goblet cells hypertrophy and hyperplasia, which is typically seen in asthma patients and triggered by smoking or external pollutants and toxins. They also noted mucins overexpression in the mice, which can be linked to cancer cell formation. 

Freshwater algae show low-to-moderate susceptibility to TiO₂ exposure, with more pronounced toxic effects in the presence of UV irradiation. It has also been shown that nano-sized TiO₂ is significantly more toxic to algae Pseudokirchneriella sub-capitata than submicron-sized TiO₂. Hund-Rinke and Simon  reported that UV irradiated 25 nm TiO₂ NPs are more toxic to green freshwater algae Desmodesmus subspicatus than UV irradiated 50 nm particles, which is in agreement with Hartmann et al. UV irradiated TiO₂ NPs also inactivated other algae species such as Anabaena, Microcystis, Melsoira and Chroococcus. It was demonstrated that smaller particles have a greater potential to penetrate the cell interior than submicron-sized particles and larger aggregates. Studies have shown that the amount of TiO₂ adsorbed on algal cells can be up to 2.3 times their own weight.

On November 23, 2022, the General Court of the European Union reversed the conclusion that titanium dioxide was carcinogenic and released a statement (1,2):

“First, the Commission made a manifest error in its assessment of the reliability and acceptability of the study on which the classification was based and, second, it infringed the criterion according to which that classification can relate only to a substance that has the intrinsic property to cause cancer.”
 
As part of our mission at CRIS we base our safety assessments on the currently available scientific evidence and consider many variables (e.g., study quality, journal of publication, etc.), even if it goes against previous conclusions. Evidence-informed decisions making is critical to ensure that the laws and regulations put into place are for the benefit of the population.
 
The EU General Court maintains that the scientific evidence presented wasn’t the complete picture for the ingredient, “in the present case, the requirement to base the classification of a carcinogenic substance on reliable and acceptable studies was not satisfied.”

Other scientists, however, have called into question the experimental designs of such studies, citing inconsistent results specifically in studies used to test DNA damage.
