Prof. Matthew Wright, chair of EFSA’s working group on E171, noted: “Although the evidence for general toxic effects was not conclusive, on the basis of the new data and strengthened methods we could not rule out a concern for genotoxicity and consequently we could not establish a safe level for daily intake of the food additive.”


The photocatalytic activity of titanium dioxide results in thin coatings exhibiting self-cleaning and disinfecting properties under exposure to ultraviolet radiation. Alloys are characterized by being lightweight and having very high tensile strength (even at high temperatures), high corrosion resistance, and an ability to withstand extreme temperatures and thus are used principally in aircraft, pipes for power plants, armour plating, naval ships, spacecraft, and missiles.

Ability to scatter and absorb UV radiation makes TiO2 a crucial ingredient for sunscreen, protecting the skin from harmful, cancer-causing UV rays.
In food, titanium dioxide has a few different uses. Most notably, its food-grade form is used as a colorant to enhance and brighten the color of white foods such as dairy products, candy, frosting, and the powder on donuts. For foods that are sensitive to UV light, titanium dioxide is used for food safety purposes to prevent spoilage and increase the shelf life of food.
At the present JECFA meeting, the committee considered additional toxicological studies relevant to the safety assessment of the chemical that investigated its toxicokinetics, acute toxicity, short-term toxicity, long-term toxicity and carcinogenicity, genotoxicity, and reproductive and developmental toxicity, as well as special studies addressing its short-term initiation/promotion potential for colon cancer. The experts acknowledged that a large number of toxicological studies have been conducted using test materials, including nanoparticles, having size distributions and physico-chemical properties not comparable to real-world uses of titanium dioxide as a food additive. The studies on non-representative materials were evaluated by JECFA, but the committee concluded that such studies are not relevant to the safety assessment of the additive.
