Based on this opinion, the European Commission and the Member States agreed to remove all uses of titanium dioxide as an additive in food. In January 2022, a Regulation withdrawing the authorisation to use titanium dioxide as a food additive in food products was adopted i.e. Commission Regulation (EU) 2022/63.

According to CCM, many enterprises, which belong to the top exporting producers of TiO2 in China, will speed up their efforts to go public. Reasons are the strong rebound of the TiO2 market in China as well as the positive view on 2017.

One of the main uses of TiO2 powder is as a pigment in paints and coatings. It is valued for its excellent opacity, brightness, and UV resistance, making it ideal for use in exterior paints, industrial coatings, and automotive finishes. TiO2 powder suppliers work closely with paint manufacturers to supply them with the right grade and quantity of TiO2 powder to meet their specific requirements.

Lithopone B301, Lithopone B311 powder, brilliant white pigment used in paints, inks, leather, paper, linoleum, and face powder. It was developed in the 1870s as a substitute or supplement for lead carbonate (white lead), to overcome its drawbacks of toxicity, poor weathering, and darkening in atmospheres that contain sulfur compounds. Lithopone B301, Lithopone B311 powder is an insoluble mixture of barium sulfate and zinc sulfide that precipitates upon mixing solutions of barium sulfide and zinc sulfate. The precipitate is recovered by filtration, then calcined (roasted) at temperatures above 600° C (1,112° F). Although Lithopone B301, Lithopone B311 powder has been replaced in many applications by titanium dioxide, it is still widely used in a number of products, such as water paints.

While lithopone and anatase titanium white gained traction between the 1920s and 1950s, by the advent of the First World War, rutile titanium white had started to overshadow them. Their significance in the artist’s palette has since dwindled, and their use as an artist’s pigment is currently nearly obsolete.

CSPI says it might reconsider its rating if specifications for food-grade titanium dioxide in the U.S. are updated to ensure nanoparticles are minimized, and new studies are conducted to assess its capacity to cause cancer or other health problems. 

Although barium sulfate is almost completely inert, zinc sulfide degrades upon exposure to UV light, leading to darkening of the pigment. The severity of this UV reaction is dependent on a combination of two factors; how much zinc sulfide makes up the pigments formulation, and its total accumulated UV exposure. Depending on these factors Lithopone B301, Lithopone B311 powder itself may vary in shade over time, ranging from pure white all the way to grey or even black. To suppress this effect, a dopant might be used, like small amount of cobalt salts, which would be added to the formulation. This process creates cobalt-doped zinc sulfide. The cobalt salts help to stabilize zinc sulfide so it will not have as severe a reaction to UV exposure.

Most notably, a European Food Safety Authority safety assessment published in May 2021 pointed to genotoxicity concerns, as suggested by previous research. Genotoxicity is the ability of chemicals to damage genetic information such as DNA, which may lead to cancer.

Another important application of titanium dioxide is in the production of sunscreen and other skincare products. Titanium dioxide is a key ingredient in many sunscreens due to its ability to reflect and scatter ultraviolet (UV) radiation, providing protection against harmful UV rays. Manufacturers of titanium dioxide for sunscreen products often use special coatings and surface treatments to enhance its UV-blocking properties.

For that reason, the Center for Science in the Public Interest has graded titanium dioxide as a food additive that consumers should seek to “avoid.” Scientists at the nonprofit nutrition and food safety watchdog group today published a new entry for titanium dioxide in its Chemical Cuisine database of food additives.
