Currently, titanium dioxide as a food additive is classified as GRAS, or “generally recognized as safe.”
TiO2 is a white pigment that is commonly used in the production of paints, plastics, and paper. It is known for its brightness, opacity, and durability, making it an ideal choice for products that require a high level of whiteness and coverage. TiO2 is also used in sunscreen lotions and cosmetics to provide protection against harmful UV rays. In addition, TiO2 is used in the food industry as a food additive to enhance the appearance of products such as candies and confectionery.
Traditionally, UV-filters are categorized as either chemical or physical. The big difference is supposed to be that chemical agents absorb UV-light while physical agents reflect it like a bunch of mini umbrellas on top of the skin. While this categorization is easy and logical it turns out it's not true. A recent, 2016 study shows that inorganic sunscreens work mostly by absorption, just like chemical filters, and only a little bit by reflection (they do reflect the light in the visible spectrum, but mostly absorb in the UV spectrum).
In recent years, there has been a growing focus on sustainability and environmental responsibility in the manufacturing industry. Titanium dioxide manufacturers are no exception, with many companies implementing eco-friendly practices to minimize their impact on the environment. This includes reducing energy consumption, implementing recycling programs, and exploring alternative production methods that are more environmentally friendly.
In terms of manufacturers, there are many companies that produce calcium carbonate and titanium dioxide. Some of the top manufacturers of calcium carbonate include Omya, Imerys, and Minerals Technologies. These companies have large mining operations and production facilities in regions where calcium carbonate is abundant.

CSPI says it might reconsider its rating if specifications for food-grade titanium dioxide in the U.S. are updated to ensure nanoparticles are minimized, and new studies are conducted to assess its capacity to cause cancer or other health problems.
TiO2 comes in many different forms. However, only a few of these forms are considered food-grade (acceptable to be added to food). Many studies that raised concern about the safety of TiO2, including the concern for genotoxicity, used forms of TiO2 that are not considered acceptable for use in food and have different properties than food-grade TiO2. Other studies did use food-grade TiO2, but took steps to break the material down into smaller particles than what would normally be found in food.
Over the last several years, nanoparticles have come under scrutiny for adverse health effects. Nanoparticles are ultrafine particles between 1 to 100 nanometers in diameter. (To put this in perspective, the average human hair is around 80,000 nanometers thick.) Because of their size, which can be engineered and manipulated at the atomic or molecular level, nanoparticles exhibit unique physical, chemical, and biological properties. Titanium dioxide is one of the most commonly produced nanoparticles in the world.
Risk managers at the European Commission and in EU Member States have been informed of EFSA’s conclusions and will consider appropriate action to take to ensure consumers’ protection.
How can food businesses comply with this Regulation?
In summary, the Food Directorate's position is that there is no conclusive scientific evidence that the food additive TiO2 is a concern for human health. This is based on a review of the available scientific data relevant to food uses of TiO2. However, we will continue to monitor the emerging science on the safety of TiO2 as a food additive and may revisit our position if new scientific information becomes available.
